Now, two hundred and thirty times a year ago, participants in the Philadelphia constitutional Convention put their signature on a plan they came to an agreement on subsequently 4 months of intense discussions that sometimes stayed on the borders of failure. 

From the very beginning, the Convention has practically run aground. Small countries are suspicious of the plans of large countries. The differences became so sharpened that small countries did not foresee anything positive arising from the Convention.

The situation would be completely different, and not in favour of freedom and human equality.

But the Convention overcame its own problems and managed to make a plan. However 2 days before the signing of the 3rd party suggested to perform 1 of the Convention for a painstaking discussion of the plan, but all others voted opposite of this idea. And the rest is the situation.
